About Cumbria Constabulary

Cumbria Constabulary provides policing services to a population of more than half a million residents across one of England’s largest and most diverse counties. With 15 operational sites spread across urban and rural locations, the Constabulary needed to modernise its print environment to improve user experience, manage costs, strengthen information security and support its sustainability objectives.

Challenges

Over time, the Constabulary’s print estate had grown tired and unreliable, devices varied in model and energy efficiency, as well as there being increased challenges on maintaining them. The organisation wanted a reliable, centrally managed print solution that would improve control and visibility while reducing administrative effort. They wanted a fresh approach and to work with a vendor that would provide them with a new fleet that was both fit for purpose and secure.

How we helped

Agilico began with a comprehensive print audit across all main sites in Cumbria to understand the organisation’s existing usage, workflows and requirements. The Constabulary had been recommended to Agilico by Durham Constabulary, who had previously completed a successful project with the team.

It was immediately well received that Agilico was an approved supplier on the Crescent Purchasing Consortium (CPC) framework, providing a compliant and trusted route to procurement. This approach offered a direct award option, removing the need for a lengthy competitive tender process at a time when the Constabulary’s procurement and ICT teams were already managing several major projects. Using the framework not only ensured full public sector compliance but also delivered beneficial commercial terms and reduced risk for the organisation.

Following the audit, Agilico presented detailed recommendations and a tailored proposal that addressed the Constabulary’s objectives around efficiency, security and sustainability. This was followed by a Proof of Concept (PoC), allowing the Constabulary to test the proposed Sharp A3 and Lexmark A4 multifunctional devices in a live, PaperCut-managed print environment.

The successful trial confirmed the suitability of the solution, after which Agilico developed and delivered a full implementation project plan to deploy new hardware and software across all sites and migrate users seamlessly into the new platform.

The solution included:
• Sharp A3 multifunctional devices (MFDs)
• Lexmark A4 MFDs
• Canon wide-format printers
• PaperCut MF print management software
• Card readers on each device for quick and secure user authentication

The new print fleet replaced a legacy estate of 61 devices, providing the same coverage with fewer, more efficient machines.

Agilico also managed the transition from the Constabulary’s existing print management platform to the new PaperCut MF system. This process was handled entirely by Agilico, ensuring all user accounts were migrated automatically so that officers and staff could access the new system immediately. The approach saved significant time and reduced disruption, particularly important within a 24/7 operational environment where managing manual re-registration would have been extremely difficult.

From the proof of concept through to full rollout, Agilico provided clear communication, technical expertise and a well-coordinated delivery. The transition was seamless. They understood our operational requirements and delivered the ability to monitor print activity and access support through the customer portal has made managing our fleet far more efficient, while reducing our environmental footprint. Their professionalism and proactive approach made the entire process smooth and efficient. The improvements in reliability, cost efficiency and energy reduction have been clear from day one.

Security and Sustainability

Data security was treated with the highest priority. All hard drives were removed from the legacy  devices onsite, for Cumbria Constabulary to securely erase and dispose, in line with the organisation’s internal data protection policies.

Beyond efficiency, Agilico also ensured the responsible removal and recycling of all outgoing equipment. Every legacy device was collected and processed through Agilico’s accredited recycling partners, ensuring that materials were recovered and diverted from landfill.

Reducing energy consumption and minimising environmental impact were additional benefits of the project. Alongside responsible recycling, the new print fleet has delivered a measurable improvement in energy efficiency.

Based on independent Energy Star Typical Energy Consumption (TEC) data, the Sharp and Lexmark devices use 27% less energy than the previous fleet. Over the initial contract term, this equates to savings of almost 3,000 kWh, further supporting the Constabulary’s commitment to more sustainable operations.

Proactive Management and Ongoing Support

To maintain long-term performance, the Constabulary now benefits from Agilico’s proactive fleet management system, which continuously monitors device status and automatically orders consumables before they run out.

In addition, the organisation has access to a dedicated customer portal where users can:

  • View fleet performance and print volume data
  • Access training materials and user guides
  • Log and track support tickets with Agilico’s Service Desk

As a 24/7 operational organisation, this level of proactive support and transparency provides Cumbria Constabulary with complete visibility of its print environment, along with the confidence that assistance and insights are available whenever needed, even outside standard working hours.
